Yep everything gets painted like that these days
The consistency of the wrinkle was less of an issue compared to the odd flat spot, there are some areas that have a finer grain than others but my main bug bear was the handful of flat spots the size of a small rain drop which you can only really see when you look at it in the light from certain angles, its 1000 times better than what it was though and when im done with my engine bay tart up ill do a before and after pic.
For the letters it was more the staining that i wanted to get off, a mill sounds like a great idea if i had access to one, but i think next time i will sand the letters clean before i paint, then scrape off with a plastic blade while the paint is still somewhat soft, any residue can come off with some q-tips and solvent.
I have a B-Series cover i might have another bash with at some point.

Finally finished cleaning up the engine bay, i only intended to give it a full degrease after years of oil leaks from every possible seal that the previous owners ignored (all fixed now) and paint the valve cover, but scope creep quickly set in and i ended up painting 9 brackets, the battery tie down, the PS pump bracket, alternator bracket, 2 heatshields, the valve cover, the spark plug cover as well as cleaning up numerous bolts...
