it wont be the housing in my experience its always the seal

Not with seals on the filter itself we haven't - and from the description, I'm not sure which seal you're referring to?
So are you saying it was fine before but now immediately after a filter change, it's leaking oil from the filter?
If it's leaking from the joint between the filter and the oil cooler ('the housing') then either the filter hasn't been fitted correctly, or the wrong filter has been fitted.
If it's leaking from the joint between the oil cooler ('the housing') and the block, then it will be the seal that sits between the 2 of them. That's an easy/cheap enough job provided you can get properly under the car and have the right tools.

Alright lads, as its still my Dads car at this time until I take it off him soon. Been looking as basics...looked under oil cap and looks bitty , I know my dad had oil leak and didn't have much oil in ...is there any way to get rid of the bits in the engine. Which I'm assuming is burnt oil ? Any help will try and put pictures in .

oil change and engine flush or buy the cheapest oil and change it run it around then change it again then run it around and change it again for decent oil

That's pretty nasty carbon deposits on the filler cap tbh, I've not seen an H22 with the cap as crusty as that. That's not just oil sludge.
How many miles has it done? Has it gone a very long time between oil changes at any time in its past?
You'll need proper engine flush to start shifting some of that stuff in the head, but there's only so much it will do.
