You can run without tuning but may lean a little up top, plus your rev limit will cut the cams short of their max potential.
If you want a tune you need a new ECU I'm afraid. Best bet is the Hondata S300 chip fitted to a P28 (old civic) ECU. You will also need an obd2a (or obd2b if you have a 99-00 lude) to obd1 conversion harness.
The ECU, Hondata S300, hondata installation to the ECU & conversion harness will cost you around £550-£600 if you get it all new with exception to the ECU.
I see you're in brighton, CPL racing are based in Kent they're an approved Hondata distributor and do a lot of work with Honda motors. Could be worth a call. There are other systems around for tuning, such as neptune & chrome but I think the tuning options for them are a bit limited.
If your going for a tune I'd recommend getting an ATR inlet manifold & throttle body too. Will help to free up a few more horses...

As you really should get the stiffer springs put in with the cams too. A head swap will set you back around £600
A good tune will cost about £400, it's worth buying the proper kit and using people who know what they're doing IMO
